The banner is the first thing on every page. A visitor who cannot operate it cannot make a choice, and on many sites cannot reach the page behind it.

Repair the banner in the consent tool's template or settings, then test it with the keyboard alone.

How to fix it
Repair the banner and test it by hand
- Open the banner's template or appearance settings in the consent tool and correct what the finding names ([detail]).
- If the tool's own markup is at fault and cannot be changed, report it to the vendor with this finding.
- Test with the keyboard: Tab reaches accept, reject and settings; focus is visible; focus stays in the banner while it covers the page.
How to check: Run the scanners on the open banner again. Operate the banner with the keyboard alone and with a screen reader.
